The proposed tax increase was brought about in an effort to combat the growing obesity problem. Dr. David Walker, a food scientist and nutritionist stated:<\/p>\n<blockquote><p>&#8220;Chocolate has lost its status as a special treat and I think that if we charged a tax on it then, over a number of years, we could restore that status.&#8221;<\/p><\/blockquote>\n<p>He also went on to say that obesity was becoming a major concern and Scotland risked heading down the same path as the United States. However, looking at the most recent statistics it appears the US still has a 33% edge when it comes to obese population.
